Wife wife has been an diabetic for 30 odd years (Type 1).
She has bouts with hypoglycemic reactions (insulin reactions).

Her lows are really lows (I have seen 21 and a few which cant be read). Numerous times we have had to have the emt's in because we were out of the glucogon kit.

Lately I have noticed her speech has gaps, and her memory seems to be effected. Could this be brain damage caused by the reactions? I was pushing her to ask her Endo for a referral to a neurologist, but she is very resistant.

She's only 41, so it shouldn't be age.

Hypo's do have a horrible effect on memory and concentration, all aspects of brain development and frequent lows I have heard can be damaging. I would talk to the endo first, and they can refer you the best from there. Good luck, and I pray for all of us out there dealing with this horrible disease.
