Nice article. I like their use of the term "back up personnel" - because words matter. If the Bd. of Registered Nurses in CA could see the trained school staff as 'back-up personnel' instead of replacements, perhaps it would be easier to reach a compromise. We haven't been calling them that and I am definitely going to start using the term.
