Dear Diabetes Families of California,



In recent months many of you have become familiar with the on-going legal struggle over the issue of insulin administration in California public schools*. Although it remains of great concern that California School Nurses Organization (CSNO) disagrees with the American Diabetes Association (ADA) position that unlicensed personnel can be trained to safely administer insulin, CSNO does agree with ADA that unlicensed school personnel can and should be trained to supervise a student who requires oversight of insulin administration. (See attached email exchange with CSNO leadership.) Diabetes families are encouraged to follow the actions steps outlined below.





ACTION STEPS FOR DIABETES FAMILIES:



If your child is capable of self-administering insulin yet requires supervision, please follow these instructions:



1) Parents should obtain a treatment plan from your child's treating physician that verifies your child's level of competence in administration of insulin. The competency of skill statement should specify if your child is: a) capable to self-administer insulin without supervision, b) capable to self-administer insulin but also requires supervision, or c) requires staff to administer insulin.



2) Parents should provide the physician's treatment plan including the competency statement to their child's school.



3) If your child encounters any difficulties with: gaining access to insulin at school or school-related activities; availability of school staff to either administer or supervise the administration of insulin in accordance with your child's physician's orders; or other appropriate delivery of diabetes care, parents should immediately contact the Disability Rights Education Defense Fund (DREDF) as outlined in the following instructions: http://dredf.org/advocacy/CADiabetesFamiliesJuly07.pdf



4) If your child's school/district nurse requires additional clarification and/or has additional questions regarding CSNO's support of training non-licensed school personnel to supervise children who require oversight of insulin administration, and you have already contacted DREDF (see #3), please instruct school/district nurses to immediately contact:
